Job Description: Regional Manager, Fisheries Policy

Reports to: Mediterranean Marine Initiative Leader (additional reporting to MedPO Conservation Director)
Supervises: MedPO fisheries project managers and officers
Duty Station: Rome or Barcelona
Position Grade: B1-50
Description
The Regional Manager, Fisheries Policy is responsible for the development and implementation of WWF MedPO fisheries strategy, integrated in WWF Mediterranean Marine Initiative strategy; provides the strategic lead and coordination on fisheries policy work in the context of the MMI; supports project development and fundraising for the fisheries strategy; develops and manages relations with the key fisheries actors and represents WWF in policy fora identified by the MMI strategy; supervises MedPO fisheries project portfolio and leads the implementation of projects as assigned to his/her supervision; ensures the monitoring of progress, evaluation of results and reporting to donors and to WWF Network.
Technical Focus
Planning, coordinating and leading WWF work programme related to fisheries and aquaculture in the Mediterranean Region. Contribute to strengthening partnership and knowledge networks within and outside the Organization, supporting regional and country level actions implementation by WWF National Offices (in Spain, France, Greece, Italy and Turkey). Devising strategies and tactics for WWF advocacy and engagement with fisheries bodies and policy processes, including: GFCM, EU-CFP (including MedAC), ICCAT.
Detailed Tasks
ï· Analyzes global/regional and country specific fisheries policy and fisheries management context and relevant technical issues to provide critical input into the WWF MMI Strategic Objectives, Programme of Work, work plans and the supporting budgets and/or resourcing strategies;
ï· Implements and monitors programmes of work involving the development of the approach, evidence based strategies, and related tools, methodologies and the supporting system/database, monitoring and reporting frameworks;
ï· Provides technical and policy advice to WWF Offices within the MMI and technical support to decentralized offices in the development and implementation of their programmes;
ï· Plans, manages, or leads highly specialized or multi-disciplinary teams;
ï· Leads and coordinates, WWF relations building and participation in Regional committees, project teams, and working groups, and/or provides technical leadership/secretariat services on technical networks and/or international technical policy and standard setting bodies;
ï· Represents the Organization at international meetings and conferences, identifies and implements strategic partnerships;
ï· Advocates best practices and increased policy dialogue and develops and negotiates effective working relationships/consensus and agreements with international and national stakeholders;
ï· Leads the content/technical development of funding proposals and identification and relation building with potential project partners.
Required Qualifications
ï· A university degree and technical proficiency in marine conservation, fisheries management, policy development, or relevant field;
ï· At least 7 to 10 years professional experience in fisheries management, of which at least 5 years in a senior leadership role, with demonstrated success in managing multi-disciplinary teams and multiple donor budgets;
ï· Proven experience in marine international conservation issues, specifically in global and European policies and policy development, negotiations with internal and external stakeholders, and design and activation of strategic international partnerships;
ï· Experience in ecosystem based management, small scale fisheries, and integrated ocean management, including capacity to engage with public and private stakeholders and address participatory management processes;
ï· Preference will be given to those with field experience, specifically in working with fishermen and local fisheries associations and with proven knowledge of the Mediterranean region;
ï· Proficiency in English and French, additional languages will be considered an asset;
ï· Familiarity with WWF network will be considered an advantage.
