Analysis of the social acceptability as the key factor for the aquaculture development. An application in the Mediterranean context

Aquaculture development constitutes a priority into the European policy agenda. This ambition is justified by two main objectives: (1) the contribution to the European Commission’s Blue Growth strategy which aims to generate new opportunities for business and jobs and (2) the market security of seafood products in Europe in a context of increase of human demand for food and the stagnation of fishery production. Aquaculture development faces several technical, technological, environmental and economic challenges. However, one of the major constraints that explain the stagnation of aquaculture in Europe is its low social acceptability. This negative image is related to its bad image as a polluting activity. Moreover, the aquaculture sector faces the increase of competition for the use of space and resources in marine and coastal areas from other economic and recreational activities. This work aims at better understanding the factors that determine the social acceptability of aquaculture based on the analysis of successful or failures in recent projects of aquaculture development but also in other economic sectors. A confrontation of this analysis with the stakeholders’ perception will be conducted at different local, national and international frameworks. Finally, an analysis will be conducted on how the social acceptability dimensions could be integrated into the existing governance processes in line with European management frameworks, such as CFP, Marine Spatial Planning Directive, MFSD.

L’acceptabilité sociale comme facteur déterminant du développement de l’aquaculture. Une application dans le contexte méditerranéen
Le développement de l’aquaculture est considéré comme une priorité dans l’agenda politique européen. Cette ambition répond à deux objectifs principaux : (1) la contribution à la stratégie de Croissance Bleue de la Commission Européenne visant à générer des nouvelles opportunités pour les entreprises et la création d’emplois et (2) la sécurisation du marché Européen de produits de la mer dans un contexte d’augmentation de la demande de produits alimentaires à l’échelle mondiale et de réduction de la production du secteur de la pêche. Ce développement se heurte à plusieurs défis techniques, économiques et environnementaux. Cependant, une des contraintes majeures qui explique la stagnation de l’aquaculture en Europe est la faible acceptabilité sociale de cette activité, liée à une image d’activité polluante, et à la forte compétition pour l’utilisation des espaces et des ressources marins et littoraux, de plus en plus prisés par des nombreuses activités économiques et récréatives. Ce travail vise à mieux comprendre les facteurs qui déterminent l’acceptabilité sociale (AS) associée au développement de l’aquaculture à partir de l’analyse d’expériences ayant réussi ou échoué en aquaculture mais aussi dans les cas d’autres secteurs économiques. Cette analyse sera menée avec des parties prenantes à différentes échelles locales, nationales et internationales. Enfin, une réflexion sera menée sur la manière dont l’acceptabilité sociale pourrait être intégrée dans les processus de gouvernance compte tenu des cadres règlementaires européens existants (PCP, DCSMM, directive Marine Spatial Planning, …).

Ifremer offers post-doctoral research positions to young French or foreign scientists who have completed their PhD and wish to pursue their career in research, development and innovation in various fields of marine sciences : technology, aquaculture, fisheries, environment, risk analysis, physical oceanography, etc.

Post-doctoral research positions are contracted for a duration of 12 months, renewable up to 18 months.

Interested applicants should send :

1. a handwritten letter including the specific skills and knowledge for the particular post-doctoral position they are interested in,
2. a detailed curriculum vitae,
3. a summary of previous work, mentioning the date of their PhD defence,
4. a list of publications and communications / symposia,
5. two letters of recommendation.

These documents should be mailed or e-mailed to the contact scientists whose names appear in the list of post-doctoral subjects.

The deadline for applications is 9 September 2017.

• the curriculum vitae of the candidate must show the accordance of the candidate’s skills and experience with the proposed post-doctoral subject.
• the candidate must be under 35 years old on 31 December 2016.
• the candidate must not have previously performed post-doctoral research in Ifremer.
• the candidate must have spent a majority of their PhD thesis in another institute
